Need help with top heavy, old oak tree?

I have a huge, very old oak tree which has been pruned to be very top heavy. I’m worried it will fall on my house. The canopy is wonderful but too high in the sky. Is there any way to force or encourage growth of lower limbs?
I would greatly appreciate answers from people who have some expertise or knowledge about the subject. Oak trees are notorious for “falling,” therefore, one of the previous answers isn’t credible. Thanks for your help!

You would need to open the canopy so so light could get down to the trunk. It might work. Depends on what kind of oak it is.

HMS Royal Oak (08) $106.74 HMS Royal Oak (pennant number 08) was a Revengeclass battleship of the British Royal Navy, torpedoed at anchor by the German submarine U47 on 14 October 1939. Launched in 1914 and completed in 1916, Royal Oak first saw action at the Battle of Jutland. In peacetime, she served in the Atlantic, Home and Mediterranean fleets, coming under accidental attack on more than one occasion.
