I have white cabinets, I want the look of french country.?

I want to have the stained looked, on the white. Do I just get some stain and rag it on and rub it off. Will that get that look?

Well, it is more like using a glaze with 1 part burnt umber latex or acrylic paint, 1 part water and 1 part Floetrol. The water thins the paint and the Floetrol gives the paint more transparency and open time. Use a soft t-shirt like cloth soaked in the glaze, wiping with the grain and then use a lint free cloth dampened to wipe it off leaving the glaze in the recessed areas and just enough to have the white showing through. Practice on some white painted chip board first to test the look you want before applying it on the cabinets. It’s an awesome look, have fun and good luck!

PS The technique I outlined above is for wood cabinets. It will work, however, on laminate if you use a stain blocking primer like Kilz or Zinser (which I prefer because it leaves a smoother finish), first.
