Fine dining close to Niagara Falls (US side)?

I will be visiting Niagara Falls for the fourth of July. I am looking for a nice restaurant for dinner that is in close proximity to the falls as we will be watching the fireworks soon after. I have heard about “The top of the falls restaurant”. Question: Is this restaurant located on Goat Island? Does anyone have an opinion on the food there? Are there any other nice restaurants that we should try? Thanks for the help.
