we have 2 cane chairs the varnish on the arms is flaking off and unsightly how can i re varnish the arms?

do i have to sand the old varnish off ?

Sand them with 100 grit to speed the process of removing the old varnish.When removed sand with 150 grit then with 220 grit. Wipe away all traces of dust with a tack cloth. Apply a coat of polyurethane,dry, sand smooth with220 grit, tack cloth, apply 2nd coat ,dry, sand with 600 grit or 0000steel wool.
