Japanese paper bills in the antique shop?

I was shopping at an antiques shop, surf some cheap and do not circulate currency notes. I found a couple that confused me. They said (in English) that had been printed by the Japanese government, but a bill of dollars and cents other. Is this true or there was a period of history in Japan was allowed to print money for others?

I guess the Japanese currency WW2 when they belong to the Philippines.
